Abstract

Cocreation is a new approach to emergency management in Denmark, introduced in the Danish strategy for the prevention of accidents and disasters (Beredskabsstyrelsen 2016) and the study of cocreation between public organisations and citizens is still limited (Baptista, Alves, and Matos 2019, 19). Therefore, it is relevant to study cases of citizen involvement in emergency management both for the understanding of cocreation between public organisations and citizens and for the development of emergency management.
This paper studies the development of cocreated emergency management over a series of coastal floodings in the residential area of Jyllinge Nordmark in Roskilde Municipality, Denmark. Focus is on the development between the storms “Urd” in December 2017 and “Ingolf” in October 2017 where both authorities and citizens put effort into organising the spontaneous volunteer response. The aim is to understand the process of overcoming the boundaries between professional response and citizens contributions to emergency management.
